Instructions

Preheat oven:
Preheat the oven to 350°F (175°C). Grease a 9-inch square baking pan or line with parchment paper.
Mix dry ingredients:
In a large bowl, whisk together the flour, granulated sugar, baking powder, baking soda, and salt.
Mix wet ingredients:
In a separate bowl, whisk together the milk, melted butter, and egg. Add wet ingredients to dry and stir until just combined (do not overmix).
Prepare coating:
In a small bowl, mix the brown sugar and cinnamon for the coating.
Form dough balls:
Scoop tablespoon-sized portions of dough and roll each into a ball (about 24).
Coat dough balls:
